Construction Engineer III (Civil Engineer) and/ or (Electrical Design Engineer) (AFGHANISTAN)

Job Description:

Civil Engineer Provides construction engineering and technical support within assigned units. Evaluates, selects, and applies standard construction engineering techniques, procedures, and criteria, using solid engineering judgment in making decisions. Supervises or coordinates the work of draftsmen, technicians, and other personnel who provide assistance on specific assignments. Provides clarification and interpretation of project design documents, contract / client specifications and construction plans. Supports material and contract management activities. Supports construction activities and assists craftsmen and foreman with regard to construction-related issues identified on drawings. Assists project controls in assembly of work packages and provisions of engineering documents. Recommends solutions to field construction issues. Coordinates special field requests for engineering and / or vendor documents from contractors or other resources as needed. Provides input to as-built drawing efforts. Evaluates and verifies vendor data and drawings from other disciplines. Supports the quality team in technical assessment of quality issues and non-conformities of construction.

Receives and distributes project design documents to staff. Adheres to project safety requirements and encourages safe work activity. Reports directly to the Civil/Structural/Architectural/Mechanical Lead Engineer.

Basic Job Requirements
(Quantifiable; e.g. Three Years Experience, Bachelors Degree)

Bachelors degree in related field, or equivalent combination of education and technical project experience, and 5 years of directly related project experience is required. Licensed engineer with 5 to 10 years of design and construction experience, broad based engineering design knowledge with emphasis in site development, grading and drainage, roads, sewer collection, lift station, pumps and water supply.

Good interpersonal and communication skills. Excellent computer literacy and skills in MS Office Suite required. Knowledge of the concepts, methods, standards and practices of engineering within the construction industry required. General knowledged of geo-technical analysis, structural design, mechanical equipment and power distribution. Must have worked in the field as a field engineer and have a thorough understanding of the challenges encountered during construction including material delivery, relationship with the various trades, and drawing interpretation.

Preferred Qualifications
(e.g. Masters Degree)

Prior Military and/or Contingency Operations experience preferred. Experience in Afghanistan or Iraq

Supervises or coordinates the work of draftsmen, technicians, and other personnel who provide assistance on specific assignments. Provides clarification and interpretation of electrical project design documents, contract / client specifications and construction plans. Supports material and contract management activities. Supports construction activities and assists craftsmen and foreman with regard to electrical construction-related issues identified on drawings. Assists project controls in assembly of work packages and provisions of engineering documents. Recommends solutions to field construction issues. Coordinates special field requests for engineering and / or vendor documents from contractors or other resources as needed. Provides input to as-built drawing efforts. Evaluates and verifies vendor data and drawings from other disciplines. Supports the quality team in technicalassessment of quality issues and non-conformities of electrical construction. Provides assistance to the Lead Engineer, as requested, in the areas of schedules, estimates, progress reports, meetings, procurement, activities, etc.

Performs all or some of the following: organize/plan jobs, write/review specifications, prepares/maintains schedules, develops/monitors estimates and manpower forecasts, assigns work, works with project/client/field, material procurement, permits and subcontract activities. Works with other designers and assists junior designers. Engineering office is located on the military base in Bagram, Afghanistan. Position requires travel to surrounding military installations. Projects consist of designing primarily electrical systems that are US National Electrical Code and/or British Standard 7671 compliant. Typical designs may include 480/277V and 120/208Volt, 60 Hz systems with some 400/230 volt 50 hz systems. Installations consist of a large number of generators for residential buildings, containerized housing, tents, dining facilities and commercial type buildings.
